About National Reporting Center (NRC)

The National Reporting Center is the reporting point for victims and witnesses of human smuggling and trafficking. We pass on signals, provide advice, and offer protection in support of victims and witnesses of these crimes. Only by working together, chain partners from the public and private sector help make Sint Maarten unattractive for human traffickers and smugglers. Help us save someone in need our service.

A Note From the National Coordinator:

Sint Maarten stands firmly committed to eliminating human trafficking and smuggling from our society. These serious crimes require a coordinated response from all stakeholders across our community.

 

Following consecutive Tier Three rankings from the United States Department of State, the Government of Sint Maarten has established an ambitious goal to achieve Tier 2 Watchlist status within two years. This will be accomplished by strengthening our approach through the barrier model focused on Prevention, Protection, Prosecution, and Partnership throughout our jurisdiction.

The National Reporting Center (NRC):

The National Reporting Center Against Human Trafficking and Human Smuggling serves as a central resource for:

  • Criminal justice professionals

  • Public sector officials

  • Private sector partners

The NRC provides essential guidance, skills development, and knowledge sharing to effectively combat these crimes. This approach reinforces Sint Maarten's commitment to the barrier model while implementing the Memorandum of Understanding signed by the Ministers of Justice across the Kingdom of the Netherlands.

A Safe Haven for Reporting

The NRC provides a secure environment where individuals can speak out against trafficking and smuggling, helping to bring perpetrators to justice. Our initiative strengthens our community response by:

  • Enhancing subject matter expertise

  • Improving organizational responses

  • Expanding safety networks

  • Documenting progress

  • Promoting ethical workplace practices throughout Sint Maarten

OUR MISSION

The NRC is dedicated to providing  access to comprehensive, compassionate, and professional support services, including personalized care and protection, for individuals affected by crime. We advocate for their rights, amplify their voices, and work tirelessly to raise awareness by fostering community outreach, and driving meaningful and positive change across Sint Maarten.

OUR VISION

To be the central point of contact providing professional support and advocacy, focused on persons affected by the trauma of trafficking and smuggling, by ensuring safety, and helping them regain control of their lives.

What We Do

Together with justice and migration chain members, the NRC upholds an integrated barrier model, based on 4 Principles:

PROTECTION

Providing a safety and opportunity for victims to regain control of their lives

PREVENTION

Being the gatekeepers who keep a watchful eye in our community for these crimes;

PROSECUTION

Ensuring justice for victims of human trafficking, and ensure criminals face stringent legal measures and effective law enforcement.

PARTNERSHIP

Collaboration with chain members, NGO’s, Migrant Associations, and many more partners to  uphold the barrier model and ensure if “We See Something, We say Something”

Led by the NRC, The National Coordinator on Human Trafficking and Human Smuggling, the Procureur General and the Government of Sint Maarten.

The Goals and Objectives of the NRC is to establish an institution driven to:

Provide round the clock (24/7) access to professional services and protection to those affected by crime and trauma

Become the single point of contact for National Coordination on Human Trafficking and Human Smuggling on Sint Maarten and Victims Support Services;

Produce qualitative and quantitative reporting on National Coordination efforts, key performance indicators and observed trends

Advocate policy development to decisions makers and stakeholders on various issues involving crime of Human Trafficking and Human Smuggling specifically

Perform Outreach, Support and Rescue to victims and those affected by this crime

Be the positive difference to shattered lives offering direction in navigating the Justice System

Assist in reunification, in sheltering, in safe repatriation, and in social reintegration

Intensify awareness in the fight to combat Human Trafficking and Human Smuggling

Offer referral services if necessary to victims of crime

Provide Aftercare and Support Services to Victims of Human trafficking and Human Smuggling

Enhance the capacity of law enforcement agencies in Sint Maarten to investigate and prosecute cases of human trafficking and human smuggling
